- Texas Education Agency (TEA) assigned all LEAs a risk level for 2017-2018 school year
- Risk assessment used to determine likelihood that a subrecipient may fail to comply with applicable statutes, regulations, and non-regulatory guidance
- Risk assessment conducted annually so your organization’s risk level can change from year to year
- TEA uses organization’s risk level to differentiate grant negotiation process for federal grant applications and selects subrecipients for fiscal monitoring according to risk level

Subject: 2017-2021 Commissioner’s List of Approved Prekindergarten and Kindergarten Assessment Instruments
- Texas Education Agency (TEA) posted new list of Commissioner Approved Prekindergarten and Kindergarten Assessment instruments for use during the 2017-2021 school years
- The lists are comprehensive and ensure school districts and charter schools select instruments based on valid and reliable scientific research
- The following five primary domains of development may be assessed using the instruments: Emergent Literacy-Reading; Emergent literacy- Writing; Language and Communication; Health and Wellness; and Mathematics
- School districts and charters strongly encouraged to adopt a multidimensional prekindergarten student progress monitoring instrument and administer it for all 4 year-old students in prekindergarten
- School districts and charter schools required to administer a Kindergarten assessment instrument for all students enrolled in Kindergarten
- Use of an assessment instrument from Commissioner’s list for Kindergarten is highly recommended

Subject: Special Education Data Sharing Request- Eligibility of Reimbursement
- Texas Education Agency (TEA) beginning a process to utilize data to inform long-term policy and programmatic goals to improve outcomes for students served in special education
- District participation in project important because data from a large sample will help ensure plan is effective and responsive to needs of all students
- Phase One- summer of 2017 involves sharing Individualized Education Plan (IEP) Records from up to 350,000 students in Independent School District (ISD) across Texas
- Participating districts will be asked to share student IEP records and corresponding STAAR testing data for those students for the previous 3 years
- Districts who participated in this phase will be eligible to participate in second phase of project where additional grant funds will be made available
- TEA hosting a webinar, Tuesday, June 27, 2017 at 2PM (CDT)
- Funding provided by USDE as part of IDEA grant

- If final IDEA-B LEA MOE compliance review shows LEA to be in noncompliance, please wait to send refund to agency

Subject: Repeal of Community and Student Engagement Ratings
- Reporting requirements for community and student engagement (CaSE) ratings have been repealed by House Bill 2 (85th Texas Legislature, 2017)
- Texas Student Data System Public Education Information Management System (TSDS PEIMS) Submission 3 window had already opened when HB 22 became law
- For 2016-217 school year, each district must still submit ratings of exemplary, recognized, acceptable or unacceptable for itself and each of its campuses for all eight of the CaSE categories
- Ratings will be included in the Texas Consolidated School Ratings report to be released in late September 2017
